My children often have a "belly ache" , most of the time they're constipated or just need to go. You can rub the belly area, give warm bath, have them drink warm liquids. It could also be gas, try simithicone drops for children brand name mylicin but the generic works fine. Or it could be a heartburn type of pain. If so try milk or my mom always gave us a little baking soda in warm water. If they still are having regular tummy aches try the doctor.

The first thing I do is get my kids to go the toilet and see if that is the problem Generally the ache is from needing to do a poo. If he isnt doing one or unable to relax on the toilet try putting a warm facewasher on his belly. Or gently rubbing your fingers over his belly so it sort of tickles. I find these work great for my kids.

If he still has a belly ache after this then get him to lay down and give him something warm. I give my kids tea as I find it settles their stomachs. They dont really like it but will drink a sip or two.
Then I get them to try the toilet again.
If it doesnt work than take him to the Dr.
