The letter I is not used on UK registrations

Not possible.

When the UK first introduced geographic registration numbers, the whole of Ireland was part of the UK. All the two-letter geographic identifiers (in your example, the "IF") including the letters "I" or "Z" were allocated to counties or cities in Ireland.

The Republic of Ireland continued to use these registration letters until 1986. "IF" was originally allocated to Cork.
Northern Ireland still uses them, and has never added a year identifier.

It is no longer possible to transfer a registration number from the Republic of Ireland to the UK (although it was once possible).

EIF10 probably once existed in Cork.
ELF10N is a possible GB registration (August 1974 – July 1975, London).
