The President of the United States can deploy Marines anywhere in the world for 24 hours until congress declares war. If Congress does NOT declare war the Marine Corps has to vacate any country the President has the Marines Deployed. So I guess the answer is yes, But only for 24 hours. Thats why the Marine Corps protects the President and fly the Pres and play tunes for the Pres. The Marine Corps Band is named the Presidents Own. And the Marine Corps is Americas 911 force.

Under the War Powers Act the President in his role as Commander and Chief controls the deployment of all the armed forces, not just the Marines. The presidents orders are relayed through the command structure, Joint Chiefs of Staff.

That said the president does not have ultimate authority to declare war, only a joint resolution of congress can authorize a war. But by deploying our armed forces to a conflict area with certain rules of engagement he can start or participate in a war, without congress approval. However in a stunning execution of checks and balances Congress needs to authorize any additional spending to support the deployed troops.

There are some curious exceptions to the command structure, most notably the 1st Special Operations Forces, detachment Delta. More commonly known as Delta Force, which answers directly to the president.

The President is the commander of all armed forces. The Commandant of the Marine Corps is the top dog of the Corps. Usually all direction comes from the joint chiefs if staff.

As the Comander in Chief (CINC) the Pres has just as much control over all the armed services. The Marine Corps listens to the CINC just as the Army does.
There is no 24 hour time limit if war is not declared by Congress. If you want to know more read the following, US Constitution, and the War Powers Act.
