Well, certainly an interesting question.
The reason is not quite certain, but there have been some inferences on this issue.

One is something to do with the appearance and the characteristics of goats. As you may know, goats have a rather
sharp and devil-looking eyes. Besides, goats are basically rough and aggressive.

The other reason seems to be more persuasive. It has something to do with religion. You may know the phrase;
"separate the sheep from the goat"

In Christianity, sheep are often refered to as a symbol of faithful, obedient people, whereas goat are aggressive and cunning. In the process of propagating Christianity, they antagonized goats which sometimes were the symbol for worship at certain native religions.

Well, this is as far as I know.

In Holy Scripture, the "scapegoat" was not killed, just as the spirit Satan cannot be killed. Instead, all of the guilt of the people was symbolically placed on the head of the scapegoat, who was then taken out into the wilderness and released (Leviticus 16:21-22).

This goat represents the condemnation of Satan for the Satan-inspired sins of all humanity, and his being put away in a spiritual wilderness (Revelation 20:3,10). The sending of the azazel goat out into the wilderness as done by the Old Testament high priest after he returned from inside The Most Holy Place of the Tabernacle is a ceremonial "preview" of Jesus Christ sending Satan into the abyss which will be done after His Return from the Throne Room of God The Father.

The original meaning of scapegoat was escape goat, the goat that was allowed to "escape" with its life. The accepted modern meaning of scapegoat, someone who is punished for the wrongs of others, is not at all accurate for Satan. He is as guilty as guilty can be, and he deserves everything that's coming to him.

Also...The so-called "Mendes Pentacle" or Sabbatic Goat emblem was first connected to Satanism in the nineteen sixties, falsely attributed to the nineteenth century occultist Elipas Levi. This symbol is commonly confused with Levi's depiction of the Templar icon Baphomet, which was never presented as a symbol of evil, but of harmony, redemption, and union with the divine.

Nonetheless, the two have been confused so often it is nearly impossible to separate them in modern usage. The name "Mendes goat" derives from a connection Levi made between the Templar Baphomet, the Goat of the witch's Sabbat (as depicted in popular art), and the Egyptian god Ammon, of Mendes, Egypt- an emblem (according to Levi) of fertility and sexual freedom. Levi's connection was spurious (The God in question was represented by a ram, not a goat), but the confusion has persisted.

At the time, the primary Greek God of Nature was Pan, a satyr. He was half-man and half-goat. The christians, who were fond of demonizing the gods of all those they converted, blended several of the gods of their nearest neighbors who seemed like the biggest threats to them into one giant evil superbeing.Sometimes the christian devil is depicted with giant leathery bat's wings, which probably come from the Babylonian dragon god Marduk. The christian devil's pitchfork is the trident of Poseidon, a Sea-God who was worshiped by wealthy sea-faring merchants who donated lots of money at his temple, money which the christians wanted.

Jews use to use goats in their animals sacrifices. One goat was sacrificed to Jehovah while the other was sent into the wilderness for Azazel, the God of the wilderness. That's where it started i think. Later the Christians lumped together Azazel with Satan.

Look up satyr. It's a man's upper body with a goats legs. He would have sex with lots of women and I'm sure I don't have to remind you of the Christians aversion to sex, so they naturally confused goats with licentious behavior and the devil.

That is how satanists represent their god. A circle with an upsidedown 5 point star inside it. It represents their god and a goat.

The Bible refers to goats and sheep. The symbol of satan worshippers is the upside down 5 pointed star, when looking at it, it looks like a goats head!!

I was feeding a goat at the popcorn zoo in New Jersey just yesterday and it's those crazy eyes they have, for sure.
