If you are flying, yes, he needs a passport. Period.
If you are traveling by land or sea, no, he does not need a passport, not even once the passport laws for land/sea travel goes into effect. That was announced just this week.

A U.S. citizen needs a passport to depart or enter the United States and to enter and depart most foreign countries. Exceptions include short-term travel between the United States and Mexico, Canada, and some countries in the Caribbean, where a U.S. birth certificate or other proof of U.S. citizenship MAY be accepted.
Since January 1981, family members are not permitted to be included in each other's passports. Even newborn babies need their own passports to travel.

Are you flying or driving into Canada?
If you are flying into Canada then yes even your infant needs a passport. If you are driving into Canada then you your child will not need one until Jan. 1st 2008.
There are a few posts in here, most definitely wrong. Not sure where the one got the "Don't need one up until 5". Trust me though depending on your means into Canada of course you very well could need one for your child.
Passports are taking roughly about 2 months to get, so apply early if you need one this year.

Yes he needs a passport. I had one when I was a baby and we went to New Zealand. Maybe its different for other countries (I'm Australian). I still have my baby passports and where you are meant to sign it says unable to sign or something. But I would say yes he needs one. You can probably double check this with wherever it is you go to arrange your passports (In Aust. I go to Australia Post). Even a government website might have some information on it.

Yes. They are trying to make the law where you will not need one if traveling by land or sea though. Children's passports are not as expensive as an adults, but must only lasts 5 years. Adults are 9 years...I think.

I think you do need a passport as of the beginning of this year. You can call your local municipal building or go to nis.org to get further info. Good luck.

It depends on how you are travelling. If you are going by land or sea, no he doesn't need a passport. If you're flying, I believe he does.
