depends. if he hasn't said anything and its just a suspicion, then ignore it, pretend you haven't noticed. If you decide to start anything with him, you are going to cause a lot of dramas so do yourself a favour and don't go there. The problems won't just stop with your cousin, relatives will even weigh in on it. If he is pursuing you, avoid putting yourself in a situation where will be around him.
If you have to see him at a family event, make sure to hang around other people, not much he can do in front of anyone. If he hits on your while you are alone with him, tell him you are not interested, seeing your cousin and you do not want to know if he is unhappy with her, its not your business blah blah.

Depends on if he's told you or not or if you cousin knows. I would just act like i didn't know his feelings and treat him like a friend to see if I liked him enough to go after him. Also becareful, your cousin might not talk to you for a while if you tell her you like him. Otherwise, just act natural around him, the crush should pass.
