While in the Military you will get TRAINED on how to shoot! Those who come in thinking they can shoot are wrong! If you can shoot you are wrong! Let them teach you. That is the only way you will become better. Once you are done with Basic and at your first duty station the you may ask this question. I appreciate you trying to prepare and be better but dont try to hard. Basic is about learning. LEARNING!!!!! And do that, Learn!. If you want the utmost in accuracy the best place to start is getting a quality uppper with the barrel already assembled on it and a matched bolt. When you have the manufacturer match the bolt to the bbl they take a little extra time to make sure everything is fitted as exact as possible. The Bolt and Bbl are the heart of the rifle and is where you should be looking to first in terms of accurizing.
I posted the same question a while back and didnt get many answers. Like newhampshire said as i am sure you know most of the accuracy comes from the barrel and bolt. You will probably want a stainless barrel with a matching bolt. You will also want to free float the barrel in a quality upper. You will also need to consider what type of chamber you want on the barrel. A match .223 will probably be the most accurate but might not feed 5.56. A 5.56 chamber will feed anything but at a loss of accuracy. I went with a wylde chamber that is a compromise between the two. Good accuracy but will feed any ammo. I havent put my rifle together yet but expect to easily shoot under 1 MOA. The lower doesnt have any bearing on the accuracy of the rifle.
Your basic accuracy enhancements will be:
Freefloat handguard
Quality trigger
Quality ammo
Quality barrel
People debate (a lot) about which one ranks the highest, but with all of these in-place, you are pretty much guaranteed a good accuracy capability.
If you are still not getting good groups, it's YOU.
NOT:
Not to be picky but a good trigger doesnt make the rifle more accurate is allows you to use the rifle more accurately .
The trigger makes the shooter more capable of shooting accurately.
If you want to argue semantics, how accurate is your rifle when nobody is touching it?
You could also say that the freefloat handguard, ammo or barrel don't make it more accurate either because ALL of them require a shooter to shoot the groups.
Technically, no part of the rifle makes it more accurate.
All of the parts just make the shooter more accurate when using the rifle
Article in Precision Shooting some years back by a benchrest shooter/machinist where he tried to match the bolt and barrel by machining and squaring the 2 items. The rifle was very accurate prior to the work and afterwards it didn't shoot any better. It was a combination of many variables which made it a shooter not just a couple of things.

The most important thing in marksmanship, whether it is with a handgun, or a rifle is sight picture, especially with concentration on the front sight. Even if the rear sight which should be blurred is slightly off center, you will hit your target.The next most important thing is trigger control. Do NOT jerk the trigger, apply a firm and consistent pressure on the trigger as it goes rearwards.Third, practice on the holding the rifle steady, rock solid. Fourth and last, as you begin to tighten on the trigger, hold your breath until the round goes off. Hope this info. helps.

You will have enough practice at basic to learn some techniques. Once you learn how to break down the rifle,and reload,you will be timed on this. No room for error. Once the rifle is set,steady aim,shoot a little low at your target on the range ,this will insure a more accurate shot,for the slight kickback in the rifle.

Just follow your PMI's instructions, pay attention to what you're doing, and don't assume you know anything about marksmanship. Take your time when you are shooting the non-rapid fire portions of your test. Check your weapon before each portion of the exam, and make careful notes. Don't assume you'll remember, take careful notes. And follow the safety protocols exactly as your PMI & Drill Instructor tell you to.

Steady aim. Squeeze the trigger, not jeck it. When you peer throu the peep sight, you'll see a halo; place the front sight tip in the center of the halo and you'll be on target. They'll train you, just listen.

Get your sights set first. When readying, be very steady, breathe. A very small figure 8 is normal just concentrate. Gently squeeze the trigger don't pull it. Its almost like when the weapon fires it should be a suprise. You will do well.

When I went to basic, I found this piece of advice to be right on the money. Forget EVERYTHING you know about shooting and do EXACTLY what your Drill Instructor tells you. If you follow his or her instructions to the letter you will become an excellent marksman.
