it's a phrase i try to translate where a man maybe Italian shouts "venga Venga Are you mad?"

It can be also Spanish, I don't know. I only know that here in Italy, we say 'venga' for example to invite in our home a person knocking at our door. A person whom we are not in familiar terms with him. Otherwise, if he is a parent, a friend, we say 'vieni'. 'Venga, venga' it,s a more courtesy form.
Sorry but in English doesn't exist two forms to say you, in Italy instead yes. It's like if in English you'd have: you and You with a different pronounce. So we have:
'venga' (véhn-gah) = come, then you add in, off, out, on, all you want to describe the action.
'vieni' (vee-éh-nee) = (idem)

"Venga" could be Italian, meaning "Come" (when telling someone to do so) but a person using it it the context you quote is more likely to be speaking Spanish. It also means "Come" in Spanish but is used a lot in the sense of "Come On", both when you are trying to get someone to hurry up and also when you don't believe what they are saying.
By the way, it can also mean "avenge" or "take revenge" in Spanish.

Veni = come so venga means the same.

Normally venga is

come (here) = formal

but in your example it means,

come on, come on

It's a Spanish command for "come". "Venga, venga"= "Come,come".

I know in Spanish it means something along the lines of "to come."
