Tires are cheap. But they don't usually buckle

I suspect that you have buckled a rim. This can usually be straighten out by retention the spokes.

Most bike shops will do it for you for a few bucks. If the buckle is too bad you could get a second hand wheel off Ebay for about the same.(assuming it is nothing too flash.)

You'll need to be a little more specific - type of bike and riding you do, size of wheel? You can typically find low-end road or mountain tires on-line for under 15 bucks.

Do you mean wheel? Wheels have all price ranges from cheapo to several hundred dollars a pair. Depends on what you want.
