it depends on who the person is and how much information you have on them, if all you have is country and first name your going to have a very hard time. if it's a relative you could ask other family members, or if they're not related to you but you know someone they're related to you could ask their family.
If you knew where they went to school you could check their reccords / yearbooks.
If you know where they used to work, somebody might remember them...

You need to find a relative or someone who knows the person. What do you know about them:Town? School? Friends? Places they visit? Church/mosque/temple? Politics? Workplace?

You need *something* for a lead.
