Probable Cause Declaration: An affidavit filed by Law Enforcement officers when a victim is incapacitated or refuses to file a complaint in a case where the police believe there is enough evidence to prosecute the perpetrator of the crime. This must be filed by the officer to the district attorneys office in order to start an investigation and proceed with a prosecution. This is usually filed with the arrest of an individual in order to proceed.

If you mean for a warrant, they have to submit the facts and circumstances that justifies the issuance of a warrant by the courts, or in the absence of a warrant the facts and circumstances that would lead the reasonable and prudent law enforcement officer to believe that a crime has been committed and/or a search was justified.
