Turn the other cheek or an eye for an eye?

Not many vallied explainations so far. The bible says both of course. So it's not really a question of just saying which is right. It's knowing why the other is wrong. I'd like an answer to that if anybody knows.

"eye for an eye" refers to how a government is to achieve justice. "turn the other cheek" refers to how individuals are to relate to each other.
