Police reports are normaly a matter of public record unless they are sealed by law for some reason (e.g. Juvi records) which means anyone can get police reports. Now I dont know the whole story here.. but often times what people consider harassment isnt legally harassment.. for example lets say someone was arrested/covicted for drug possession and obtained the police report of that fact.. making that fact know to others is not at all illegal though it may make your life miserable its not technically harassment.. as its a fact and true.

Police reports are normally public records unless it involves a juvenile or pending investigation. Anyone can get them. If it violated privacy laws you can contact Internal Affairs at the agency in question to resolve the matter.
If the report was FILED or created illegally then that is usually a misdemeanor and you would file an additional report with the same agency where the fraudulent report was file. GOOD LUCK.

If you are being harrassed, then, perhaps, you are a victim of a crime..........since the report was not to be public knowledge. Victims of Crime in your area can help you by taking care of all the legal things needing to be done. If you ARE the criminal, they will not help you, if you are talking about something that was to be public knowledge.
