neglamaniac isn't a word. Megalomaniac is the closest word and that means:
1.A psychopathological condition characterized by delusional fantasies of wealth, power, or omnipotence.
2.An obsession with grandiose or extravagant things or actions.

I don't think it is a real word but it was the name of an EP by Negative Hold released in 2000 (their second I think).
I suspect it may just be a play on the word "megalomaniac" to give a negative connotation.

Are you sure you don't mean megalomaniac? If so, it is somebody full of himself and hungry for power, or tecnically defined by the dictionary "A psychopathological condition characterized by delusional fantasies of wealth, power, or omnipotence."

I've never heard of that word but meglamaniac is someone who is obsessed with power.
