There are several "text to speech" programs that work very well. Do a google search for "text to speech program".

Theres a package in windows XP Plus which does this, it also controls windows media player with your voice.
Voice recognisation never works well with word processors so I wouldn't bother wasting your money to be honest.

The one in XP is called narrator. And no it doesn't really work all that well. But it does work.
