State taxes are set by the State Legislature. CA has a bicameral State Legislature comprised of the State Senate and State Assembly.

If you're not happy with things, contact your State Senator and State Assemblyman.

The CA legislature makes the laws for CA, so they have control over it, and it's what it is because that's what they voted it to be.
