The National Visa Center are the people who pre-process your visas. Either youre overseas applying for a visa and it goes there first, or, youre in the US applying for one and it goes there and then back to the State Department. If its been forwarded there then you should have been contacted and told about it in the mail and on the notice, there should be a long distance number to call and speak with them at. They are open until 12AM, M-F.
