I wonder if this has any central beginning in a certain Tradition or what. It just seems that there should be some kind of a universal reasoning for this. Do you know of anything?

Hair is a symbol of our animal nature. Many cultures find physical strength in cultivating this aspect of their nature. Hair that is 'restrained'
in a ponytail or braid is symbolic of proper restraint and use of their 'animal aggression'.

it's enforcement really began with the witch hunters, due to a bible verse that stated women's hair contained some kind of power, supposedly binding the hair kept her from practicing witchcraft
