Whether an obstruction exists or not is irrelevant when taking relief from an unplayable lie as a player may declare a lie "unplayable" anywhere on the course at any time, except in a hazard.

Under USGA rules, and subject to a one-stroke penalty, you have 2 options when taking relief from an unplayable lie: (i) drop at a point within 2 club lengths no closer to the hole or; (ii) keeping the point where the ball first came to rest between you and the flagstick, drop anywhere on the course behind that point going back as far as you like.

You have to find the nearest spot you can swing, no closer to the hole with out the obstruction interfering with your swing. You have one drop the ball within one club length no closer to the hole form that spot. When you drop the ball it can not roll more than two club lengths or you have to re-drop
