My older cat does this sometimes too. He's been wormed so I know that's not the problem for mine. But he does get hard stools sometimes and in order to get them unstuck from his butt, he drags it across the floor, leaving the occasional stray turd on the floor for me. I would take your kitty to the vet to see if it has worms, and maybe they can give you something to help soften his stools too.
It could also be he has something stuck to his butt, like a string he swallowed, and he's trying to unstick it.
