it should be dry when you apply the bleach...but if you do not know what you are doing see a hairdresser....its easy to damage your hair with bleach to the point that it dries out and breaks....

Your hair should be dry, water slows the process down so the Chemicals stay on longer, damaging the hair.
Tips> Don't start at the scalp area if you have virgin hair(no other beaching product). Start at the ends and work up to the scalp.
This applies to pulling through a cap/foil and full head Bleaching.
Don't take it off too soon! The hair will look brassy orange.
Don't leave it on too long! Your hair will melt off.
Just keep a close time to the timer, and gently use a damp cloth to an area where you can see a pale yellow, close to the scalp.
PLEASE! Don't try this alone, at home the first time, you may be sorry, and have to run off to a Professional to fix your hair. This will cost you a lot more, than going to one in the first place.

I would go get it professionally done other wise you can ruin your hair Bleach is very bad for it if you have light color hair they can use a color and not bleach this will help. If you are doing it at home with the kit, it is dry.

it should be dry, and i think it'll tell you that in the instruction too
but the best way to do it, is in the early morning so you can stand out in the sun. i did that and my hair turned out better than before. i guess the rays of the sun makes it more bleached looking. but yeah stand out and let the sun "dry" it. or until your satisfied with it.

dry, thats what i used to be a hair stylest and i would do it dry because you need to rinse your hair when your done, bleaching but remmber to use a good sampoo and condistioner!! Good Luck!

Don't bleach it. Natural color hair is hotter than colored...my opinion at least.

my best tip......pput out the $ to go to a pro.....really, I have fried and ruined my hair so many times...I am very tight with a buck but that is one of the few things that is worth the extra $...really, do what you will but for me anyway......it has never turned out well doing it my self......good luck...pls. don't shave your head either...!!!!!
