It sounds lke one of the stamps my mom used to tell me about... every week school kids could pay a dime to get a stamp for their little booklet.. and when they had a full booklet, they got a war bond. I would check ebay for general infomation. the Smithsonian also has really great information on authenticating antique items and on valuing them.
