Place the eggs in a boiler and tap or room temperature water. Turn the stove on high. Place the boiler on the burner and bring to a rolling boil. Immediately after the water starts boiling, take the boiler off of the burner. I place the boiler on an unused, cool place on the stove and let sit covered for ten minutes. Then drain the hot water and add tap water to cool the eggs. Peel and eat. And also, the fresher the eggs, the harder they are to peel. So use eggs that are still good but not produced by the chicken today.

The perfect hardboiled egg takes just over 13 minutes --- yes I thought they were full of it, but this really works

Put the eggs in the pot of cold water, then put on the stove and bring to a boil. Once it is boiling, time it for 3 minutes. Then turn off the stove and put the lid on and let it sit for 10 more minutes.

Then remove from the water and let cool until you can handle them to peel. Or, just stick them under cold water to stop the process dry them and put them in the fridge for later.

10 minutes in a pan of simmering water. If you boil them for too long a dark ring will form around the yolk. To stop eggs from cracking while they are cooking, pierce the round end with a pin to relase the pressure. Really fresh eggs will take a little a little longer to cook.

Charles M has the perfect recipe. The only thing I would add is a little bit of salt to the water - not for taste, but in case the egg cracks, the salt helps keep the egg from leaking out.
