are wars planned or do they just happen ?

Both of the above.

Some wars were planned (Bismarck, Hitler, Napoleon, Stalin).

Other wars "just happened"- to those who were not ready- look up Pearl Harbour or 9/11

Wars just happen as was 7 Dec 41 and 9/11/01
and sometimes they are planned after the war starts!!

Wars are planned by one country our another. The main reason is for world Domination for their way of life and for economical reasons.
