The best time is for a first kiss is a good bye kiss...after walking you at the door chat a little a then make the half move a kiss him on the ckeek if his smart he'll get the message.

He's probably shy so I suggest that you just go ahead and kiss him first. Once he knows 100% that he can he will join in. Some guys want to do all that they can to make sure that they are respectful towards a lady and thus will not make the first move to avoid looking like that's all he wants. So go ahead pucker up and plant one on him.
