Rock contains water particles in it. That's why rock splits and cracks: the water inside it freezes and expands, causing the rock to crack (think about cracked pieces of sidewalk, or all those potholes on paved streets when spring arrives -- that's part of what causes them.) There's a fabulous episode of the Magic School Bus that explains it!
All rock statues exude water at various places and times -- but a little water coming from the leg seam of Ben Franklin's pants doesn't command much attention, does it? People watch religious icons like this one specifically to see this sort of natural phenomenon and label it a miracle.
Not that the scientific explanation ever matters to believers. They see what they want to see and create their own explanations.

OK, this atheist would first say he does not have enough evidence from that clip to say.
If he was able to go investigate he might be able to find the cause.
But looking at the clip the shadows are very long. The one woman by the wall placing an offering has a shadow almost exactly as tall as she is. This would indicate very early morning or late evening.
The colours in the video suggest morning.
If this is early morning there might be dew dripping on this statue. It is likely marble and quite cool related to the air around it. If there is dew it might be dripping and running in the right pattern to look like it does.
If the paint is weak or reacting with the statue marble or plaster it might be running like mascara.
This is just speculation. I would need to actually investigate the statue to see if it is correct or if there is some other cause.
Of course as a Christian you will believe that it is Cod doing it.

This is an obvious ploy to get people to believe the statue is crying. It is plain to see there is some black substance running down the face of the statue. This is a hoax. I am not an atheist, but it is things like this "weeping Madonna" that gives Christianity a bad name. It is a statue for crying out loud! We serve a risen Saviour, not a clay statue! Please!

Explain what? First of all, the music that was being played was so incredibly annoying! Secondly, there seemed to be black markings around the eyes so it doesn't surprise me that some weather phenomenon or such could cause the black stuff to run. Now if one of those handicapped people jumped up and starting dancing, that would be something...but, alas, we didn't see that.

I would want that statue in a laboratory for thorough testing, including full spectrographic analysis of the "tears", and a dissection of the statue. I am assuming it has not been done.
Without any tested evidence, who can say anything?
