Im 31 and have been having the same problem, my skin is very dull and flaky. It always gets worse in the winter, due to central heating, cold wind etc. I have to be honest though, my skin has been soooo much better since I started using the Clinique 3 step system again, its expensive but the bottles last a long time. (Currently on month 3 of my toner, with half a bottle left) They also do this cream called Turnabout Concentrate which is hellishly expensive, but has solved my "flaky bits" problem. Its all down to you as an induvidual, try different products and see what helps. Also, (and I know it's a cliche) drink loads and loads of water, my skin is always worse when I'm dehydrated.

Moisturiser adds a little water and oil to the outside of the skin which gives a short term effect. It is best to increase the amount of water that you drink during the day. As you get older your body needs more water. Do this and you will honestly see a change for the better.

do you smoke? you could try a gentle face mask that boosts the circulation and may bring more colour to your skin or go to a beauty salon and have them give you a treatment. As you get older your skin does get duller, i rely on makeup!

Do you smoke, that can make your skin dull. Try exfoliating everyday to get rid of dead skin cells which also contribute to dull skin

if you cleanse every night wit a good cleanser & tone (I use rose water) & use a good moisturizer it should make a difference. Also use a good mask every week which will brighten skin.
The ones from the health shops are better as they don't contain harsh ingredients.

a bronzing lotion will brighten your skin up.
and exfoliate with a facial scrub once a week to get rid of all the dead skin cells.

Drink lots of water....Cut down on your smoking and over exposure to the smoking environment because it is harmful to your skin.Eat lots of fruit and vegetable.Believe me it has worked wonders for me.
