It isnt able to feed off the mother cat with how the cord is now.

yes tie it off and cut it.

The cord is not attached to the mother, its attached to the placenta and if that has not yet come away then you will need to get them all to the vets asap so the vets can give the mother cat an injection to speed up delivery of the placenta (after birth) You did not give a time span so it could be the birth process is not complete. The mother cat should chew the cord to detach it from the placenta, which is all part of the bonding process. But get a vets opinion please

Put the mother and all kittens in a warm box (lined with old towels or an old blanket). Close the lid, but make sure you have some airholes. Then take them all to the vet. (You can't separate them at this point, that's why you have to take the whole family.

Or you could see if there's a vet in your area that does house calls.

Please don't try to do this yourself - if anything goes wrong, mother and/or kitten might be hurt. This is supposed to work naturally, i.e. the cat is supposed to handle it herself. If she can't, something is wrong.

If the cord will not attach from the mom it can only mean the sack is inside the mom. Is she finished birthing if yes you better call a vet for information and assistance.
