Just use a neutron bomb, it would "eliminate" that problem. Collateral damage would be high though.

Well if it's the American army, just call CNN and tell them troops are being killed (regardless if they are being killed or not) and keep some dead bodies just in case CNN shows up, put American military uniforms on them and tell CNN you hate to see all the killing and horror of war, then just sit back and wait, oh watch CNN to see how long the American media and liberals will withdraw the American troops from your city, if this doesn't work, you can always watch CNN, for ideas . like how to shoot down an American helicopter with a rifle, and lots more ways to defeat the American military

By a siege. It's happened a lot of times before, the last one was the Siege of Leningrad. They were reduced to eating rats but I can't remember if they surrendered or not. I think not.

In the old days a siege of several months or years would do the trick. The problem is that you are also condemning the citizens of that city to the same assault.

Completely surround the city and cut off its supply lines. Take total control of its airports and sea ports if applicable)to prevent airlift and sealift resupply. Eventually, they will run out of food, water and necessary supplies and will surrender.

The traditional method is starve them out. A much faster way is to cut off/ destroy their water supplies.
Another method is use diplomacy, fool them into believing you and massacre them once they get out- a favourite trick played by the Mongols and Muslims.
