I have used water with some dried coffee creamer...like Cremora...in it. It came out okay.

You can, but it's definitely not as good. Do you have any evaporated milk in a can? (NOT sweetened condensed milk!!) That can be used--its just regular milk with some of the water removed. (it's a good thing to keep on hand for when you run out of milk --in cooking, anyway)
You can even use a spoonful of sour cream.

A lot of people say use butter but I don't see why you can just use cheese. I wouldn't use water because it wouldn't taste good. Maybe a little olive oil of vegetable oil will do the trick.

It is easy and delicious to make macaroni and cheese. Save a little of the water that you boiled the macaroni in. Use slightly more of a no trans fat margarine.

yes you can make with butter only but it comes out a bit gummy and less creemy remember it only uses a small amount of milk. You can use soy or rice milk ( as my kid's vegan baby sitter does) or in a pinch I have used sour creem but it does change the taste significantly.

You can try it, but I gotta warn you, it'll be pretty disgusting and you probably won't want to eat mac & cheese again for a long time.
How about a PB&J instead?
