Have him checked over by the vet to make sure he isn't in pain. If he gets the all clear then you will have to ignore him whining. Everytime you respond you have rewarded him for whining. It can be annoying and can take a lot of effort to resolve but with consistency it can be done.

First, try to observe what is bothering him. It is obvious he is trying to communicate something to you. Is he scared? If you can't find the cause of the problem, try behavior training. Start with small trips in the back yard and praise and reward cooperative behavior (no whining) to make him want to walk with you more, gradually increasing the length or distance of the walk.

Hi!
I've got two CKC and they started to whine as soon as we got to our front door!
So I opened the door and as soon as they started, I shut the front door and made them sit for a very short time.
I just kept repeating this until they stopped, which they eventually did.
It probably took three consecutive days doing this before they stopped completely.
So perhaps if you make him sit every time we whines and don't move until he shuts up, this may help!
Aren't we the luckiest dog owners in the world?!! They are THE most superb dogs in the world!!
Best of luck!!

Could be he is excited and frustrated and needs to be worked, a dog like yours needs a lot of exercise as they have a huge amount of excess energy to burn. I'm talking at least a couple of hours a day. Just to let you know, i have seen quite a few of these dogs and a lot of them do it.

Keep pups preoccupied with an interactive dog toy filled with treats they can't get to... It can break bad habits fast.

Are you sure hes not in pain? or overweight? Maybe the collar or harness is digging into him or too tight. Maybe ring and ask the vet.
