First, it's a myth that "muscle turns into fat"! If just gets REPLACED by fat if you're inactive (the muscle atrophies, or "wastes away"). Also, you CANNOT "spot reduce"! Your body may tend to lose weight in certain places faster than others, but it's usually in the face, then the upper body and, if you're female, the breasts. The thighs, abdomen and legs are usually LAST!
What you CAN do is start lifting weights to emphasize your UPPER body (bench press, "military press", lat pull-down, seated rowing and so forth.
Combine that with aerobic exercise to decrease fat. The exercises that will streamline your glutes and thighs the most are; running and cross-country skiing! Avoid cycling, as this will build up your glutes, giving you those bulging, biker muscles. You can also simulate XC skiing on various weight machines, by using a cable around the ankle and sweeping your legs out to the sides and back (in a skiing motion).
Pilates also gives a long, lean look, but keep the focus on your lower body, if you want to balance it out with your larger, upper body.
Swimming in warm water will also lengthen your muscles, giving a more streamlined look, but won't burn as many calories as the above exercises, unless you're REALLY into distance swimming!
Give it a shot...but you've got to get moving!

1. muscle cannot turn to fat any more than water can turn into wine. Your muscles lost cross sectional area (size) when you stopped using them and fat was deposited between you muscles and skin.
2. you can increase muscle size by overloading a muscle. this must be done at greater than 60% of what you can lift one time and you must work a muscle to exhaustion (until it can't go any further) to see results. And it takes weeks.
3. you can burn off the fat you've accumulated by doing cardiovascular exercise. however, you cannot choose from whence your body will break down fat for fuel. your hormones do that, and they do it in a specific order. think central to peripheral. that means your legs will come last, so think long term.
4. my personal opinion is that the old 30 min 3 times per week theory is bunk. if you want to look good sometime before the next olympics, try working toward an hour or more of cardio per day. mix in some short bursts of intense effort. even try working out twice in a day, and your metabolism will shoot up. you may even find yourself craving exercise and good foods.

Unfortunately, you cannot blast fat from just one part of your body. If you start doing some cardio, you will lose overall body fat. Most people lose fat from the extremities inward, so you'll most likely lose fat on your lower legs first, then thighs, then hips and abdomen.
It also sounds like you put on muscle easily, so you might also consider working out all over, with an emphasis on your upper body so you'll be happier with "matching" your upper and lower body.

... Not sure what to say about this how do you burn stomach, hip, and thigh fat? are there any certain foods that help to burn fat? i also need some exercises that burn fat, and how to get that annoying fat off of my lower abs... is there any to create a walk/run program around my neighborhood?

it is physiologically impossible for fat to turn to muscle or vice versa, they are completely different cell structures. muscle cells are myocytes and fat cells are adipocytes.
so your muscle didn't turn to fat. you have either drastically reduced that amount of daily activity that you participate it and/or continued to consume a high calorie diet (too high for your level of activity). you can't spot reduce fat by performing certain exercises so you need to reduce your level of body fat until you see the desired results in your trouble areas.
