What is a safety corridor?

During my travels I have noticed signs that say"safety corridor", fines doubled. What is a safety corridor?

Looks like Pedro got busted.
They are usually zones that have a high for the area accidents due to the number of roads and intersections. They are a real revenue maker as these areas are strictky enforced.
