If you are not on the main road, the cars on the main road has the right of way. The person making a right turn has right of way compared to a left-turner. The first car to make it to a 4-way stop has right of way, and if at the same time, the car to your right has right of way.

The term "right of way" is for who has the right to go first.
True, 3 cars come together all at the same time to an intersection, the car on the far right goes first (they have the right of way)
If 2 cars facing each other going opposite directions, they may go at the same time. If 2 cars come together opposite each oter, 1 wants to make a left, 1 of 2 things can happen
1) the one driver can motion to the other to go first or
2) The one staying on the main thoroughfare goes first.
(the latter is the legal one)

A driver approaching an intersection must yield the right-of-way to traffic already in the intersection. (traffic in the intersection has the right of way)
If drivers are approaching an intersection from opposite directions, the driver turning left must yield to approaching traffic going straight or turning right. (traffic going straight or turning right has the right-of-way)
Two drivers at an intersection that arrived at the same time at a right angle. The driver on the left must yield the right-of way. ( the driver on the right has the right of way)
A vehicle entering a roadway form a driveway, alley, private driveway, parking lot, or any other place that is not another roadway, must stop and yield the right-of-way to traffic or pedestrian on the roadway.
Pedestrians in marked or unmarked crosswalks have the right-of-way.
Traffic in a blocked intersection has the right of way. Do not enter the intersection until the traffic has cleared.
Traffic in a circle or rotary have the right of way.

The way I was taught over thirty years ago, the person who arrives at the intersection first has the right of way. You must first check to your left and give it to who ever is there if there is any doubt. This also works for the circle intersections. ALWAYS allow the person to the left to go first if any vehicles are moving through the circle.
Depending on the state and the circumstances will this change.

the right of way is letting the person who is coming from the right, go first. You can know who has it by telling if you are stopped, if you are stopped and trying to pull onto a road, everyone driving on that road would have the right away. you must wait for the traffic to clear.

The right of way is who gets to go first. If you pull up to a stop sign at the same time the person at the right gets to go first. otherwise , it is whoever is on the main road.
