Can dry scalp be an inherited disease?

My mother had the same dry scalp problem when she was alive, my scalp is dry it even afect my eyebrows, please help me, if there is some advise you can give i will be gratefull.

Dry skin is at its worse in the winter time, put baby oil, in your bath water, and use lotion on your body after bath,, dry scalp is bad in winter also, use head and shoulders, or tegel, it is good , but costs more.
