Someone mentioned cleaning them prior to painting with a certain type of painter's soap. It was a 3 letter name, something like TPC, TCP, SMD - don't know exactly- ever heard of this? if so, what is the right name for it? Thanks!

Go to the supermarket and ask for sugar soap.
It will be with the cleaning products

Don't need anything special to clean. Wash off with dish soap and water if dirty. Dry well. OR-if not dirty, spray paint first with a rustoleum primer. Can get this in colors or just white, black etc. Then spray paint in any color you like. There are many paints out there made just for metal. Try a hardware store or Wal Mart. Have fun and enjoy. If very rusty can use a metal brush to take off some of the rust. Is fast and easy, good results. Painter for many years.

TPC is the name. Make sure you use a paint designed for metals such as Rustoleum.

not sure about the soap but don't forget to coat them in a clear polyeurethane after - give them a much longer life span :)
