Commercial debts are not subject to Federal Offsets

NO! Commercial debts are not subject to offset of your refund.

Only debts to govermnent agencies (usually back taxes but there are others), defaulted government guaranteed student loans, and unpaid child support are subject to offest.

If the creditor gets a judgement against you they may be able to put a lien on your bank account in some states to enforce the judgement. You could lose a refund that way, but it's not an offset of your tax refund, but a lien on your bank account.
