I'm not sure of the term "split mind"; if you mean it as when someone says "I'm of two minds on this issue" they are saying that they can make an argument for 2 different courses of action and don't necessarily know what to do.

"Split personality" refers to someone with Dissociative Disorder (used to be called Multiple Personality Disorder). This is where one person has more than one "personality", usually with different names and affectations.
