I think you're over reacting. You don't have to explain anything to your kids. Just keep walking your dog with your children just find a new suitable place to walk.
Dogs need constant stimulation. Continuously walking your dog on the same path anyway is boring to the dog. You should constantly introduce new smells, experiences, sights and sounds to your dog. Every week make it an adventure with your kids to try out a new route, hiking path, or jogging trail.

They wont know what it is unless you blatently shout: "Hey, thats a durex condom! Thats used for SEX!" So dont worry. Apparently we were cleaning the highway(my family) when I was 5 and I found a condom. I didn't know what it was until my mom told me all about it when I was 15. Its not that big of a deal. Keep walking your dog there, its not like you're going to run into the people. Unless you walk your dog at night. And then you might see them.
I would say that you're kind of getting in a puff about nothing, really. Its probably a bunch of kids about 15-19 years old opening them and tossing them aside. If you're so worried, stop asking the 'experts' on Yahoo! answers and call the cops.
Really, the world is messed up these days. You're going to have to deal with it. This happens everywhere... Especially where I live.

That's disgusting.I'd lodge a complaint about the matter to anyone and everyone who will listen.But say nothing to the kids about it.There's no reason to invite them to question these things until you're ready and able to deal with it.
Take your dog elsewhere for walks.I'm in total agreement with sillybutt on this one.Everyday is a new adventure for my dogs.We take several day trips every month and they go with.We also take them on vacations lasting weeks.They'd live in that Tahoe if we'd let them.It's very exciting for them to get out at rest stops and run around smelling EVERYTHING.They know every park within 50 miles of our house and will really let you know if you pass one without stopping.

Just tell your kids the truth. Kids are a lot smarter than you think they are. Furthermore, you should tell them how permiscuous sexual activity can cause some serious disease. These diseases can be transmitted to people and to animals. In addition, puppies tend to eat anything, and you do not want your dog getting sick with a foreign body. I think all of these explanations can teach kids a few good lessons, while keeping your new puppy safe.

Tell them that its a dirty place. Tell a little white lie such as there is lots of dog poo around there!!
Its disgusting that people should leave used condoms lying around. Is it council land? - you should complain I'm sure that they would have to do something about the situation and get it cleaned up.... sharpish!!

Funny isn't it, that there's a law requiring dog owners to poop-scoop after their dogs but no laws requiring people to bin their used condoms. I know which one I'd rather step on!

Im sorry love but a used condom? that shows sense to me ok so they didnt bin it but why stop going there be different if you found used needles in a kiddies playground come on we cant wrap our kids in cotton wool but we can prepare them for the real world.

You could tell them that a troll lives near there, and they need to stay away.
Or, you could just tell them the truth. They won't understand it all, but they'll trust you and grow up trusting you and able to talk with you about difficult / uncomfortable things for their entire lives. I've tried that with my little ones, and it's worked wonders. Remember, they won't be uncomfortable talking about this -- just you, and you'll get over it.
