there is no way you can explain that in a answer without taking over an hour to right it, check the owners guide and read me files.
P.S. I don't think 7.0 allows you to make web pages in it, I think that is only in Adobe Photoshop CS.

Get a Photoshop tutorial e-book from shop or there are many places in the internet where you can download it free. Sit with it and learn. Its quite easy.
