Actions speak louder then words.... Many people say I love you but, don't show it. You on the other hand have the actions of love.
I would not stress. It will come in time. Don't get hung up on the words.

Maybe it's better to demonstrate that you love some one then to say it and not truly mean it?
Some people can say the words but they don't always demonstrate it. That's how you know that they don't really say what they mean.

Too many guys in today's society seem to have this "macho"
image they want to carry around, and saying "I love you" would
go against the macho image. It makes him feel "sissy" and weak
so he doesn't say the words. It's too bad, too, because even the
"macho" types like to be loved and love hearing their girl say that
to them. But it would embarass him for his friends to learn that
he ACTUALLY SAID those things!

Maybe he is afraid you wont say it back or hes not ready to say it yet. Or he could be shy.
