I've never been the type of person who itemizes the bill when dining out with friends. Even if I've had salad and the person next to me had steak I am always more than happy to split the bill 4 ways (or however many), because it's quick, easy, and there's nothing that can kill the atmosphere quicker than hassling over the math and money. However, it does bother me when I feel a certain person consistently and knowingly takes advantage. For example when at a club and buying a huge round of shots at the bar, $5 each, everyone generally throws in $6 and forgets it. This person tosses $1 or $2 and disappears into the crowd to reappear 5 minutes later. When someone gathers it up and goes to pay the bartender it's almost always short, forcing that person to chip in the remainder. This is several times a night every time we go out. Everyone in the group feels equally ticked about it, but nobody says anything to this person. What to do? Nobody volunteers to count up the money and pay any more.

This person is not having financial problems, they have the same exact job as everyone else in the group. (I mostly hang out with people from work.) It's not like they're stiffing us for such a huge sum anyway. It's just the matter of it being so repetitive it's bordering on shady. They do it because they know they can get away with it and they are cheap and a bit cheeky to boot.
