Most of the time when I use one it's flushed, and I will always flush afterwards too.
The only problem I've noticed is sometimes especially in older buildings, the water will run into the tank really slowly.... so if there is a line & a lot of people are using it in quick order, sometimes there isn't enough water to flush with! I'm always a bit in doubt what to do in that case, stand around waiting a while so I can flush but I also know I'm holding up the line, or just leave so the next person can go in, but it won't be flushed. Usually I'll end up waiting, unless it's during a short break from a theater show or movie, then I'll hurry up as fast as I can since otherwise the people at the back of the line may not make it back before they start again!

I find it very unpleasant, but who wouldn't?
My guess is, some people think that the lever is not sanitary so that don't wanna touch it. It's a public facility so that it's impossible to chase the responsibilties back to them. People are more likely to do selfish things when they can't be caught.
I also have concerns with splashing water. Do you know that paticles of feces can bounds up to 6 feet radius during flushing? (This is why there's E.Coli on the walls) I always cover the lid when I pull the lever, but they almost never come with lids in public toilets.
Public toilets should all have automatic flush.

Nope.... I ALWAYS flush the toilet afterwards whether it's a private or public one. The only thing that would stop me is if the flush itself doesn't work as in a lot of public toilets!

I always flush the toilet and it does annoy me if I see the person before me hasn't done so. If there's a choice I go and use another one. If there isn't, I flush it myself before using it. Sometimes, that is when I discover it's not working!!

Probably because the wash basins are outside of the cubicle so the previous users had not been able to wash their hands prior to flushing the toilet. Yuk.

Most public toilets I have had the misfortune to use dont flush. Or maybe they dont want to get their hands dirty. I use my foot.
Anyway never mind that what about those who use the toilet then walk out the door withour washing their hands.Nasty or what

It think it possible that Noodles is correct in a lot of cases. It is nasty to think of touching where somone else may have had "something" on their hand.
In other cases, one can take the git out of the bog, but not take the bog out of the git.
Still others simply do not give a hang.

Its because the pixies didnt want to upset the toilet monster so they hit the people on the head and said ' HEY! DONT TOUCH THAT CHAIN!' that why some people cry in the toilets.. its not just because of constipation!!!

its disgusting. i have taught my kids to always flush. it also annoys me when the next person that goes in and walks out instead of flushing as well. i just flush it myself in case it isn't working before i use it. and when people pee on the seat and leave it gets my goat up too.
