Are you talking long term or as in the case of acupuncture or reflexology?
Long term, I could not see any effect in that the pigments are only in the dermis and are untouched, but maybe during the tattooing there could be some relationship, if any.
For instance, during reflexology if they pressed on an area just below the three middle toes, it could affect the eyes and ears and if the tip of the big toe is pressed it affects the head and brain but these are also massage techniques, too, so I don't see it causing any harm if pressed during a tattoo.

i have never heard anything about eye nerves and toe tattoos. i don't have tattoos on my toes tho. but i do know someone with tattoos on his toes. he can see just fine.

The only connection I could comeup with between toes and eyes..... I'm pretty sure that if you tattoo my toes......my eyes water......weird huh....
