I'm a Doctor how can I migrate,work or study in europe especially in germany?

I'm graduated before 5 years ,I speak english well and i'm beginner in german

You would need to contact the German embassy in Iraq, if there is one (which i doubt). Do you speak German? You can't just show up in a country not speaking the language and expect to get a job as a doctor. My best suggestion is contact whatever european embassy you can and explain your situation. I don't like your chances though.

wenn Sie Iraker sind stellt sich natürlich auch die Frage von welchem Staat Sie einreisen wollen.
Als Iraker müssen Sie ein Visa beantragen ehe Sie nach Deutschland einreisen, die Deutschen Botschaften geben Auskunft. Inwieweit Ihre Ausbildung anerkannt wird, kann man nur nach Vorlage der entsprechenden Dokumente herausfinden.

If you are not able to understand the above, I would suggest to start a German language course before you even attempt to get a Green Card.

If you are a doctor you can always apply for a poscdoc position in any of the institutions in germany like a university, that normaly takes two years of work, which will allow you to apply for a work visa or even residency. At least that is the way it works in US. Good luck.
