I mean temperatures between 18- 30 along the whole year...

There are developing countries where school is not mandatory, but realize if you don't go to school in those countries, you are expected to be working in the fields or in a factory. If you live in Pakistan, for example, you could be chained to a loom for 12-16 hours a day and expected to weave carpets. If you live in parts of Sudan, the fighting has meant that there are no schools. But you get to live in a refugee camp where there is a constant threat of raiders who might kill you or all of your family or enslave you. You rely on UN handouts of food, which can be in short supply, and must walk miles to find water, which may or may not be clean. In former war-torn regions, children walk the fields to make sure that there are no unexploded land mines.

But most of these places have nice temperatures.

Well here is the problem. Is your question asking with community/people live in it or not? If you are looking with out people you can find nice places in several federal and state parks and desert areas in Arizona, Nevada, Wyoming, Montana very nice and beautiful. With people you will see rural areas in Africa with people but some place there is no school because people can not afford it may be you will help them to start one
