I'm wondering the same on how you were cheated? Did you cancel and it was non-refundable? Did you have travel insurance? If you did, it isn't Royal Caribbean that pays that it is the insurance company.
If you did cancel and were within the non-refundable penalties then that unfortunately isn't being cheated out of the money. That is just the penalties. If this is the case, it is quite important to purchase travel insurance that can cover you if you cancel for a covered reason.
Anyways without knowing further, hard to answer. These are only guesses.
