I guess it's a matter of opinion. For me the greatest Pharaoh was Hatshepsut. But its Usermaatre-setepenre or Ramesses II, (not the 3rd) who has gone down in history as "the great" one.

He was the 3rd Pharaoh of the 19th Dynasty.
Although, Darius, & Xerxes (of the 27th Dynasty) were considered great.

..and of course Alexander the Great (sic) of the 32nd (Argead) Dynasty.
