We moved to a house that had an extension built 4 years earlier we were not told by the estate agent or solicitor that theCouncil Tax will increase because of this. I have been in touch with the Valuation Agency to appeal, I wondered if anyone else has experienced a similar issue who could perhaps help.

Sorry, but that's a UK question. Try posting there. But having lived in the UK for a number of years, I would presume that the tax band would increase due to an extension. I'd be checking with the Council, not the estate agent or solicitor.

I don't understand the terminology, but in the US a person is required to apply for a building permit to put on an addition, and after inspection is done of the completed work, the assessor's office is notified, and the propery is reassesed.
Apparently that did not happen, but now it has happened.
You are out of luck unless you can prove the owner/agent assured you that the existing assessment was correct and up to date. In that case you may have cause for legal action against them, but that won't change the valuation.
