Over a size 14.
I think anyone saying size 8 or 10 is just size obsessed.
But only the waist measurement really matters. Above a 32 inch waist is considered too much for health reasons. Better to go by body fat percentage. A woman shouldn't have more than 30%-32% body fat.
HTH : )

Well this depends on your body type. Anything over a 5 in juniors, 4 in misses for me would be fat, but on some of my friends, they're 8's and 9's and look great! So it just depends on the person.
Also, I really don't think anyone knows what the hell Marilyn Monroe wore. I've heard everything from 10-16 now, so take all of that with a grain of salt. And actually I would classify her as fat.

Just for your info: Marilyn Monroe wore a size 16.
And most people wouldn't call her fat.
Whether or not you're fat depends on your body structure, and how much of that weight is actual fat or muscle. Remember, muscle weighs more than fat. It is possible to be slightly over the recommended weight for your age and size and still be in great shape because of the amount of muscle you actually have. Body builders are a little on the heavy side, but are by no means fat.

I wouldn't classify any size clothing as fat. What if you were thin but wore big clothes, or larger than average but wore small clothes? So, instead of judging your body by the size you wear, but by how you feel inside your body. Are you insecure or secure with how you feel in yourself?

16 or higher. People, depending on their height can look actually slim up to that size. Everyone's body makeup is soo different. A size 6 can look or be fat, depending on that person's fitness and activity level, as well as height.

it totally depends on height. a size 10 is pretty big if you are 5 foot 1, but if you are 5 foot 10, size 10 is just right.
